Are aspatiotemporal characters/realms nonexistent

Would a character or realm not having the concepts of space and time be considered nonexistent and granted NEP or is lacking space and time not enough for that? If they would get NEP what type and aspects would they get just off of being aspatiotemporal?

No, lacking space and time does not make one non-existent, unless it's stated they are non-existent. Otherwise, every being with BDE would also have NEP.
