Arcs and Attacks

If a character during a certain arc is being used in a VS Thread, would they have techniques and abilities of their current version? I've seen some strategies and moves being brought up for reasoning to a character winning despite said technique or feat not having been available to them by the used arc.

No. If the version of the character being used hasn't learned a technique yet, but will in the future, they can't use it in the fight. It would be like Goku using the Kaio Ken or the Spirit Bomb against Raditz.
