Yes, I can. Shocker was able to hit and avoid Spider-Man briefly who, in addition to being extremely skilled, had the advantage of Spider-Sense and Surface Scaling. As shown in the fight, Shocker avoided Spider-Man's approach using Energy Projection and Vibration. He can avoid Vi's CQC by using the same techniques.
Shocker makes great use of his armor and gauntlets. Vi, on the other hand, doesn't seem to have this in his profile.
Eh? Vi's gauntlets are her main weapons as well as her main source of defense, in addition to bolstering her offensive power they function as fairly effective shields and can project a bubble forcefield as well. And unlike shocker's gauntlets, Vi's dont have a limited battery life.
Not the point. He stopped any approach by a nimble guy who sticks to walls and had his webs as a long-range attack in addition to Precog.
As long as Vi does not have Weapon Mastery on his profile, you cannot argue any combat advantage in weapons. Also, the Shocker's limited batteries would not be a considerable problem because the fight would not go on long enough for it to make a difference.
He didnt though? Spider-Man was toying with him the entire time, and even then he still tagged him with webs multiple times.

Why so? Shocker isnt the first person Vi has fought who uses his kind of tactics.
And he could break them normally. What is the point?
From the fights you have sent me, she would prioriaze CQC. Then, at the beginning, when Vi would go on the offensive against Shocker, she would be immediately retaliated by AoE shockwaves. Even Spider Sense didn't help him to avoid it in that case.
None of the people Vi fought were making successive shockwave, energy and vibration attacks, as well as repelling Vi with their forcefield at an eventual approach. Neither the Guards, nor Sevika, among others.
