AP based on creating buildings?

How does one calculate the amount of energy required to create buildings, specifically schools 40+ m long, as opposed to celestial bodies?
 
Creating things of non celestial size is not neccesarily valid for AP.

(From Creation page) "Note that this only applies to the character's capacity to harm other characters if their Creation is connected to their other abilities; for example, it can be reasoned that a mage who can conjure a city with little mana can destroy one with the same amount of mana, however a character who can create objects without other ways of harming their opponents wouldn't be able to harness that power to hurt another character, and would fall under a light form of Environmental Destruction."
 
If it's specifically stated to be a mass-energy conversion feat then you can use that.

If not, then I think it just translates to range. Make a building, you're building level. Make city block, and you're city block level.
 
We usually avoid mass energy conversion calcs unless very specifically stated. As doing so leads to otherwise simple feats getting blown to exaggerated proportions such as making anyone who can clone himself Large Mountain level. Also, creating buildings, castles, or things that aren't planets, stars, or moons is not really something covered in our system. If it happens on screen and we see certain methods such as pulling objects from the ground, we could calculate the kinetic energy. But a simple poof and a building appears probably isn't something we consider calculable.
