AP and Tier for this common feat?

One common feat that I have seen in movies/animes (mostly the ones about swords) is a swordsman can react to and cut a bullet in half before it even reaches them. Assuming a katana is being used and a sniper rifle bullet is being shot and split in half, what is the AP and Tier for doing this?

I don't think you can have a standard value for this.

Calculations for such feats would depend entirely on how much the sword moves in comparison to the bullet, and that will vary greatly between different instances
