This can be acomplished easily by Power Modification. It can just be added as a subpower of Power Mod.

Power Mod can acomplish virtually anything you can think of when it comes to superpowers, it is literally reality warping but on powers. You can modify the power to change the user, the stats, the type etc.

This power is more like "body puppetry, but on powers." Power modification is "transmutation, but on powers."

Ajuka Beelzebub who has Power Modification had magic balls thrown at him then he used his power to change their direction, stat and make them home in on their owners. He literally took control

Then he has both powers. Ajuka is not the end all be all of Power Modification.
