Would it be fair to say then that with that power-up, she should have the potential to use all the magic previously shown in the series?

She did, which is why it's not part of her standard skillset, just under those specific circumstances, hence why her 4-A rating is based upon if she has the Triskelion and sufficient magic absorption.
