No. His regen/immo is from the rule not his soul. The soul stuff is in a different key and isn't applied to his first key as its a newly adapted interpretation for his undead that just allows him to regenerate even if his body is destroyed or if he wants to regen from a different spot as well as control his body.
Besides that, Andy's the more skilled swordsman here and can use repair boost to amp his speed and power here before Maki can land a proper hit really. Maki's senses are gonna be her only saving grace really but we see being on her level kinda removes this as an advantage when she fought Sukuna we see her senses don't really do much for her.
Something else is Andy's superior LS, he could just take the sword from her if he wanted to. Can also remove Remember from him to give him better skill and acrobatics to dodge her.
This isn't gonna be the case in the future, the calc used is invalid, its just never been removed from JJK page. But its not too important, its only a 2.3x diff.

Maki likely scales above this via her superiority to Yuji as a high tier, I'm still not caught up with JJK scaling but I believe she might get upgraded to Small Town level pretty soon
But once again JJK profiles are currently bad because of the AP changes (without anybody changing the character pages)

Why does this matter? Also it was Fuko who said it. The rules are type 2 concepts, Maki isn't interacting with that, only the soul and as I said in this key Andy's interpretation doesn't rely on the soul, at this point in the story he doesn't even believe souls give life.

No souls have always existed, his soul being attacked just isn't something that kills him.

It didn't. Andy already knew about souls prior to it. The first seat is now revealed to be uma soul. Anno Un knew about souls and had the soul caliber, Victor mentions killing Fuko's soul in the book. What Uma Ghost added was a different existence after death, it changed the interpretation of death to allow for a second form of "living"
