The Engineer scales to at most 59 tons and I guess has baseline Class M LS 
I can't really say how she'd go into this with prior knowledge but her usually go to is forming her hands into sawblades for ranged and close quarts slashing with her nanites and she'd usually go for up close hand to hand, maybe attempting a tackle while launching any ranged attacks to try and pin and implant her nanites into the target to suffocate them. That's one of her main things she does to both Superman and Krypto at different points of the movie is use her nanites to cover the face of who she's fighting and they can't really be pulled off with standard LS since they are so small its like a amorphous fluid almost

I remember this and noticed it might be an issue but Alita's quick enough to figure out what it is since her body also uses nano tech and just use Hertza Haeon to fry the nanites or use her plasma to burn them away. Plus Alita has self sustenance.
Seeing Angela whip out nanite blades or saws Alita's gonna do the same too.

Deadass even the least skilled Alita just touches Angela and she dies. Alita can read the next move of the enemy via ki and amp her speed, and this Alita in specific has senses so good that she can feel every molecule of air moving around her, even shit like microfluctuations in eletrical flow within 15 meters are at her "beck and call", this without counting the numerous skill bullshit that Last Order gives to Alita. She can even make the enemy's ki stop working (which is basically the "battle spirit" of the person, making them lose their speed, attack and mind)

yeah I mean I don't expect The Engineer to be able to do shit here so legit my vote is for Alita, i just basically explained what the engineer usually starts with which like just does not match up to Alita at all
