I vote to Albert Wesker but it is close.
In terms of LS, Albert Wesker has advantage. In terms of intelligence, they are evenly matched. The main advantage for Wesker is the Low-Mid Reg and volcano-bath Stamina. Because of their character, Wesker will "dodge, dodge, dodge, and hit", which allows Wesker hides his reg as long as possible.

Bane got upgraded to 8-C, anyways, he easily takes this: he is skilled enough to stalemate Batman and even nearly killed him once.
