What stops Julius from time stopping Alladin? When fought Patry couldn't do that because Patry was a good bit faster than himself and even then he could barely escape his bubbles.

Well his passive borg nulls any magic on his level or below unless it’s related to sound,but there’s also the fact that he can possibly get by since he can manipulate the concept of how physics work to the world.
