If SE shit is on and like the headband is just for decoration then Stain may still take this but with high difficulty by using the battlefield to his full potential and sneak attack Afro with bloodcurdle.

With the #1 headband with the "said functions" Afro takes this by better armor.

from what I can tell the headband is just a decoration used to signify that whomever is wearing it is the strongest, so no i don't think it does anything.

Stain can use Bloodcurdle to paralyze Afro from a single hit. Not only that, but Stain has a multitude of weapons such as his spiky boots (which can draw blood), throwing knives, combat knives and his iconic sword. So He also holds a range advantage.
