Aeons in Toaru

There's no 'higher' or 'lower Aeon's, that's not what an Aeon is.
An Aeon if we're following Crowley's teachings is more so a state of time, or rather a 'belief' held by the people had during histories regarding the occult and religious expressions ( to put it crudely )
For example, The Aeon of Isis is regarding paganism where multiple gods thrived. Magic from the Aeon of Isis is effective to the current magic system many magician's who rely on magic from the Aeon of Osiris because they operate off a different fundamental system. This was the reason why Isis magic was effective against Aleister Crowley to begin with.
And the Aeon of Horus is about the thriving of will, self realization of magic and through it can blot out Isis and Osiris magic, given that they operate on a different system in a coming age. Although to what extent Horus is 'stronger' than Isis and Osiris we don't know yet, the basis that there are 'higher and lower' Aeon's doesn't exist, it's made up. A fabrication. Aeon's are more like an arrow like ---> Isis ---> Osiris ---> Horus.
Also Accelerator in your example did harm Aiwass with a simple bullet to his core (albeit it cannot kill due to how Aiwass functions), there's no statements regarding that they're invulnerable to other Aeon's or not. I'd just say they 'aren't effective' but nothing like power nullification.
