First of all the images are out of order so it is very confusing, secondly it says that it is a map that shows the location of the tower and when you use it you will be teleported there, nowhere it's specified that it can transport to any place besides the tower and lastly there is no scan that proves what you said that the tower's separated from the rest of the world, and even if so, it's still not specified if it is in a different dimension or planet or whatever.
