To avoid breaking rules I would prefer not to just upload the character and find out it was deleted due to reasons no one will clarify or reply to me on I will ask about it and clarify a few things.
Misconceptions:
It became a creepypasta making it a meme! It shouldn't be added!
Incorrect. Though the beginning of the story was eventually added to the Creepypasta wiki, that was only part of the whole ARG. Also CP=/=meme but not the argument I'm trying to make.
Definition: a humorous image, video, piece of text, etc., that is copied (often with slight variations) and spread rapidly by Internet users.
1. Not humerous. 2. It wasn't coppied and the story wasn't changed. That technicly makes it not a meme.
It has no canon:
False. The ARG follows a clear storyline like other popular ARGs like Marble Hornets, TribeTwelvle, and EMH. For the full storyline I suggest looking at many of the links to the Jadusable Wiki.
BEN is a LoZ OC:
This misconception is understandable, though I disagree. BEN isn't a character in Majora's Mask, he simply uses the game cartridge (Strictly in Part 1 of the ARG) and the form of the elegy of emptiness. The LoZ is just a tool BEN uses in The Haunted Cartridge part of the ARG. None of those characters in the game are real. Though counting him as part of the LoZ verse is foolish and scaling him to the characters is also very incorrect. He manipulates the game's code. He shouldn't scale.
It would allow more internet horror/creepypasta/meme characters:
As I said before he isn't a creepypasta or a meme. As for allowing meme characters, I highly doubt it. I mean we have SCP Foundatio, The Slender Mythos, Chuck Norris (Fact Book), and meme-yer characters like Robbie Rotte, Shrek (DreamWorks), etc. None of those characters are really memes besides the OG Slenderman (Who we don't and will not have a profile for.) and some SCP, but BEN is not.
He isn't notable/recognizable enough:
He is one of the most famous internet horror stories similar to Slenderman, etc. Also is at least more notable than a few characters on this wiki.

Summary
The story, similarly to another ARG (Marble Hornets), began with a post on a public form. Against popular belief, this originally was not created as creepypasta or copypasta story, but eventually ended on the Creepypasta Wiki under the name BEN Drowned regardless of the origin of the story. A major issue with going by just that post is it only contains parts of the overall ARG. The main antagonist of the ARG is BEN, an unknown entity, presumably a member of Moon Childre, first appeared in the Haunted Cartridge Arc. The Haunted Cartridge Arc follows the actions of the first protagonist of the series, Jadusable, a college student who, while searching for games for his Nintendo 64, he ended up finding a strange cartridge of Majora's Mask. When the game started having acting up began filming the incident, where Jadusable eventually is portrayed as believing the thing in the game was a kid named Be, who had drowned in an unknown incident. This however was presumably a ruse created by BEN's tampering with Jadusable's uploads causing false information.
At one point was planned to be part of a Clive Barker's Creepy Pasta, though that idea was likely scrapped.
