The feat, as we can guess, was aided by precog. I believe that a note should be put at the end of the article explaining what exactly that means in order to avoid Spider-Man "blitzing" people who only have, say, MHS+ ratings for their speed.
Basically, if Spider-Man is put up against a Peak Human with Lightspeed level attacks due to technology or some sort Spidey will have no problem dodging every attack from them (provided he's at sufficient distance). However if Spidey is put up against a character who is naturally Lightspeed or even just, as mentioned, MHS+ he will still be blitzed.
A character who moves at 0.38c (the calc result) will have exactly one attack dodged by Spider-Man, every attack afterwards would be too fast for his precog to help him. Hell even a character who is just naturally faster than Spider-Man will eventually overwhelm his precog, it will just take slightly longer.
tl;dr Have a note saying that the precog only helps in situations where the character's attack speed >>> their combat speed or in situations where a character's combat speed is only slightly above Spidey's.
