Acausality type 5 immune to plot manipulation by default?

One is not automatically above the other, it depends on the context in which they have been shown. Sometimes a character's Acausality Type 5, is linked to time. In that case, Plot Manipulation that is shown to encompass a narrative beyond time could affect them.

Is that include all hax in general? Like does certain Conceptual manipulation type 1 work on em?

Yes, some verses may have Concepts that rely on Causality/Time, while others may not, it's all based on context.
