Couple questions
1. How does it work
2. Can it be used effectively in a crossverse battle to declare any effect?
3.Is it restricted to just humans and witches?
 
1) Red Truth is like absolute example
I uses red truth and says like : There are only 18 Humans on Rokkenjima this means that no matter what there are 18 humans its like absolute truth
2) Yes it can be used as plot manipulation and other abilities u can see this “ Truths
3) its resticted to nonone

1. The Red Truth is a rule that witches like Beato can impose within the bounds of their gameboard. Greater witches may impose it on vaster domains.
2. People do a disservice to the Umineko universe when they treat it like that. Anything can be said but the sentence needs to be true, to begin with. If anyone tries saying something that wasn't already true in Red, they choke on the truth.
3. Witches and Inquisitors can use the Red Truth, but its effects are true to any entity.

When something is said in Red and something is now gone, reality is that the Game Master never allowed such to exist in their tale. Not that “it was here before and the Red Truth erased it from existence”. To think of the Red Truth as independent power and not a function working in tandem with the Game Master's board and tale is common misconception.
It arises because when Umineko characters face lesser existences, they are free to see them as pieces to incorporate in their board and from there, spin a tale at will. When someone is at the same dimensional level, someone with the Red Truth can not declare anything in Red that isn't factual truth beforehand.

Though, you can make truths along the way of the story, Erika and Beatrice here are certainly the same level of existence but are changing reality based on both red and blue truths despite Erika’s interpretation being a lie.

So it’s also a matter on how strongly your reasoning is.

From the dining hall occasion. That's where Erika requested that Lambdadelta and Bernkastel acknowledged Red Truths from the prior board as part of her strategy to corner Natsuhi.
Nothing that was spoken in Red at that time was made up on the spot or aimed at Beato, they were truths from the prior board unveiled in Court.
So, not really and not towards each other. Beato can be affected by truths about the board because if you solve it you realize the entire truth of who and what she really is (meaning Lambdadelta will no longer acknowledge her from above).
“Yep. Our contract said that whenever you stopped entertaining me, you would relieve me of my boredom with your life!”
“Come, strip the title of witch from this woman and throw her into the pot of goats!!”
While Erika is affected because she is Bernkastel's piece.
The impartial Lambdadelta didn't acknowledge anything that didn't happen before to favor Erika's twisted logic. Rather, Erika was spinning twisted logic while revealing fractions of the truth and keeping others hidden to better suit her plans.
