He would most likely still be Extraordinary Genius because he spent 30 years to build a single weapon capable of killing Bill Cipher not to mention if you actually read Journal 3, he ran into a variant of Fiddleford who helped him finish it. Also Bill provided most of the blueprints for the portal and Bill was giving Ford the information to build the portal. And that weapon can only be fired once

Yes, to some extent, but I still think that the tools he made are beyond extraordinary genius. Because if we take into consideration the things he has done, it is not an easy task to design a weapon that will directly erase Bill from existence, even if it helps. One piece of information that I forgot to add to the CRT is the barrier that Bill built to prevent him from unleashing his full power after Armageddon started.
