If Sonic from Lost World was to be accepted as 5-A via defeating Eggrobo via this calculation then would he be High 5-A at the low end because Sonic in Sonic Forces stated to get more powerful every second.

Would Sonic be upgraded to 5-A, At least 5-A or High 5-A?

"At least" in general isn't really related to the feat's AP, it's used mostly if you are stronger than the person who performed the feat, it was casual, you were weakened, and stuff like that
