Shadow has shown that he does at least have limited flight capabilities in his base form. He can hover which is obvious, but every time he skates he's always slightly above the ground and in Sonic Forces Episode Shadow, he has the chain homing attack that requires him to actually fly in mid-air to destroy the flying Eggman robots. Now I haven't seen evidence that he could sustain mid-air flight for periods longer than short bursts, so I'm only suggesting he gets listed as having "psuedo" or "restricted" flight.
