Does that mean, let's say, the location exists in the mind of someone, and can be physically entered and interact with. The thinker can also manipulate his thoughts to reflect in the mind. World

Does the act of the thinker manipulating the mind world give him Conceptual Manipulation?

Actually, I think that's just called thinking. Ideas are Concepts, Concepts are Ideas, thoughts and whatnot are already conceptual.
