Does hellfire count as soul manipulation as well, and resisting it grants soul manipulation resistance? If the fire is from hell, its safe to assume the fire can burn souls and is spiritual because its obvious that Hell and the afterlifes in fiction is obviously filled with souls of the dead

we do not assume that hellfire affects souls automatically unless there are statements that hellfire can do it (and also that a unique user type can do it is a factor) ex: Scorpion(MK) doesn't get his Soulhax due to his hellfire, but for another reason yes

Why not? Hell is literally filled with souls why wouldn't hellfire affect souls by default

Also do you know if nerons hellfire burns the soul?

It depends on the verse, in some when you die, your soul gets a "physical body" in hell to be tortured as is the hell of Disenchantment or in Doom where souls are converted into energy

Hellfire in DC has shown to affect souls like etrigans hellfire so it would apply to neron too, no? And in DC Hell is only filled with spiritual or conceptual beings

We don't assume it can affect souls without proof. Same as literally any power on the wiki. Just "well, Hell has souls" isn't really proof.
