How to defend against character that have Fear Manipulation other than resistance?

A few ways I know:

1. Supernatural Willpower which allows characters to power through stuff like mind control or ridiculous situations.

2. You don't tech need to resist fear manip exactly, resisting mind manipulation also works.

3. Abilities like Berserk Mode can sometimes rage through feelings like fear, and characters who lack emotions wouldn't feel fear, to begin with.

Must fear manipulation be through supernatural means? For example, the tracker jackers from The Hunger Games have venom that targets the brain's center for processing fear, which has scientific support due to chemicals existing that induce fear.

Yes. Usually it is visually shown that a character has an aura around it

It depends on the fear manipulation, some can be overcome with willpower.
