Is an attack that can ignores the concept of distance will get infinite attack speed?
Or it's just a Spatial Manipulation?
 
If it ignores the distance without any sort of travel then I don't think it is speed at all, sounds like a range feat (by ignoring distance).

Anyway spatial manipulation or infinite speed doesn't matter, what matters is its application.

I also thought that there are 2 characters with infinite distance from each other, but one character can attack the other because it has an attack that ignores the concept of distance even though their distance is infinite

Crossing infinite distance by finite timeframe is infinite speed, yeah.

Anyway, using an ability that ignores distance on planetary range and multiversal range doesn't make the latter is faster than the former, since you don't always need speed to cover distance at the first place unless now, the context is kind of about crossing or travelling, think about wormhole or teleportation.
