Can you get an ability from this?

Character A can explicitly tear apart reality with an attack and has appropriate 'tear in reality' visual effect for that attack
Character B has an attack that causes the exact same visual effect, it's just there's no 'tears apart reality' context that Character A has
Can character B still get spatial/space-time hax for this, even as likely/possibly?
