About Attack Potency?

Suppose a High End 7-B characters 100 Megatons went up against High End 7-A 1 Gigaton character.

Does that mean 7-A is 10 times stronger than 7-B meaning that 7-B would find it next to impossible to hurt him?

well if he has hax, he might be able to hurt him. but with just brute strength, he won't be able to hurt him

Pretty much, yes. A tier gap is generally considered to make someone next to untouchable, unless it's a particularly small tier like high 7A, or the tier 10s. Of course small amounts of damage may be possible, but unless the weaker character had an overwhelming speed advantage and enough stamina it usually wouldn't be enough for a victory by chip damage.
