about attack potency and sealing

If the void has a destructive property 2-C, and a character uses some kind of weapon to absorb the void and imprison it there, with Sealing ability, should that character be at the same tier as the void? (with weapon) or should it not be, since the void seems to be just a dimension, which has no real physical properties
