About AP and weapons/stuff

I noticed some characters increase their AP via weapons and via some of their abilities so I have a question with that

• For example I choose katniss at her highest, halo does not have specific AP number, do we still assume it’s there.
• I choose anos at 2-B, do we assume he’s still 2-A because of his weapon.
• If i chose Scott pilgrim at high 8-C instead of 8-B (which is his weapons power) do we still assume he is 8-B and still has his weapons. (If I chose him at his highest do we still assume he has that subspace power)
• This applies to not only standard weapons but part of a characters powers

“Higher” is typically meant to mean higher within the same tier. We’d assume it’s higher than her other 9-B weapons.
Anos has a lot of different 2-B ratings, so this is kinda hard to answer without knowing which key you mean.
If you explicitly say that Scott only has high 8-C stuff, then Scott could not use his swords, if you say you’re using his high 8-C key but don’t restrict things, he has his 8-B swords. His tier in subspace only matters if you set the fight in sub space, or the opponent brings him into a similar space, since iirc Scott can’t actively enter sub space.

7-B. Far higher as approaching destruction. 2-B, possibly 2-A with <Venuzdonoa>

Both the 2-B and 2-A ratings are for Venuzdonoa, so it would be whichever you picked.
