Not affected by cause and effect, destiny/fate...

It means you operate under a different system of cause and effect than regular causality. This is most frequently granted when characters are "decoupled from time" or "embody a parallel world opposed to the normal world's laws." Keep in mind you need explicit context of being detached from regular causality. Operating under a different system of causality isn't enough, as that system could theoretically overlap 99% with regular causality.
Type 4 acausality often grants you resistances like these:
Precognition: If you're untied from time or standard causality, hax that percieve the outcomes of the causal system shouldn't work on you: who has no presence in such a framework.
Causality Manipulation: If you exist outside standard causality, you should be heavily resistant [if not immune] to hax that, well... manipulate causes and effect under the framework of standard causality.
Fate Manipulation: Fate manipulation means altering destiny to achieve a desired outcome. When you think about it, it's just an advanced form of causality manipulation as fate depends on the causal system. If you're outside causality, how is the rearrangement of causes and effects supposed to impact you?
Of course, many of the aforementioned hax can be layered enough to affect type 4 acausals, but yeah, that's the gist.

Can it apply to a character from a separate multiverse with different system (system= concept type1 and laws of physics) ?

there is many multiverses separate from each other, each multiverse has a different Concept type 1, laws of physics and the underlying principle of the world, characters in this verse are not affected by laws, powers, concepts from other multiverses.
also if a character's power work on everyone ignoring this limitation, what does he get ?
