About 1-A and story elements

Suppose character X is already 1-A. He has the ability to control any of these story elements:

1. Plot
2. Character building
3. Setting
4. Narrative

He can layer any of these story elements an uncountable infinity of times (and potentially even more), and at the same time, he can also layer himself an uncountable infinity of times

If the layering is like a tower, what tier would that make him, 1-A or 1-A+?or maybe even higher?

[Note: Each layer is superior to all previous layers combined, meaning it completely transcends all previous layers]

Is it a theoretical example, or do you have some scans for your example? I think the later would be better for us to understand exactly.

The 1-A would probably have plot manipulation.

What do you mean by "he can layer any of these story elements" ? What's the process of the character "layering" them? What's the way he does it? Also, no, he wouldn't be able to go "beyond" 1-A baseline by himself, even if he layers his power unless there is a very solid explanation that it's not from his own power but from a "higher one".

I am not sure how to answer this... let's just say it's not additive and his own power allow him to do so(I am not focusing on this part, let's just skip it 😔 )
