Can't find a calc for Tatsumi, but between Torkoal's drought, STAB and the location, plus the range advantage, Torkoal has a massive advantage. Eruption is boosted when Torkoal is unharmed too, and Inferno always burns the opponent reducing their attacking power. Between large AoE boosted moves, the location and Torkoal's likely stat advantage, he should take it.

Okay, after doing a bit of digging, I find that Tatsumi scales to Budo, who was able to create a 5.4 Megaton storm, which is over twice the AP of Torkoal's 2.5 Megaton Seismic Toss feat.

I'll look into this further later, but this is so everyone knows where AGK's Low 7-B comes from.
