Plot: Goku is in Central Park because SBA having a picnic, and tosses a half eaten apple into the water because this fight needs to begin somehow. Thetis was in said water because reasons and got pissed because littering. Goku goes Super Saiyan 2 because Thetis' power level is so high he needs to do that.

Rules: Speed Equalized. Battle takes place next to a body of water. Goku's in Buu Saga Super Saiyan 2. Otherwise SBA.

Thetis. They should have similar AP (Thetis is isn't too far behind Leviathan, and probably stronger than X8 X who can no sell 1.2 kilofoe attacks, while Goku is 2x above Cell who is 1.053 kilofoe), but Thetis has absolute zero, which is a bit of a problem when that can end the fight right away and every attack he uses has Ice Manip. One hit and he wins. Goku is probably the more skilled combatant, but he can't get past that. Thetis would honestly still win if this was SSJ3 Goku.
