A quick question about a couple lower tiers

I'm a little confused and need some clarification on what "Street tier" and "Wall tier" are. I assume Street tier means a character that could smash or destroy a typical city street? But what exactly is the level of Wall tier and why is it considered higher than Street tier? Is it supposed to be a character that can destroy a wall? If so, what kind of wall is that meant to imply - brick, stone, steel, drywall?
 
"Street level" is actually mean to define "street fighters" or street thugs. It concerns physically peak humans and low-end Superhumans. It isn't destruction-based.

Wall is the first tier that actually quantifies its tiering via destruction. The material doesn't really matter, as Wall is a tier so wide, any materials would yield Wall level anyway.
