A question about Attack Potency

Many users in this Wiki know what it is Attack Potency. Well, my question is:
If a character can release with an attack (A punch or an energy blast, etc) an amount of energy equal to 18 Petatons, then it will be 6-A Character. For example, this character throw a punch or energy sphere that have an amount of energy equal to 18 Petatons, but only destroy a Large Building with this attack, then... This character is a 6-A or a High 8-C?
