a fish fights a silver fish

hmm, I'm not too sure. although it's worth mentioning that if the silverfish inhabits a stone block it won't drown.
 
I did a couple of experiments. The silverfish can drown quite easily; in about 20 seconds give or take in fact. Furthermore, it was unable to swim out of a depth of 28 metres by a few metres (each mc block is a metre^3) which is far more shallow than any ocean. I don't see how this battle can work without one or the other being at a disadvantage due to terrain
 
If I had to vote, I'd say Composite Fish. Much more versatile than the silverfish + has the sheer size advantage. Given the terrain, the silverfish doesn't have a way to use its signature ability (going into stone blocks).
 
then again, breaking 1 block, will result in some family silverfishes attacking the fish

breaking multiple stone when flopping, yeah, a swarm,
