Rorschach wins both rounds quite easily. (Also why is speed equalized that is silly)

Round 1: Joker doesn't have melee combat experience. He bashed a dude to death once when he caught him off guard. Meanwhile, Rorschach can fight crowds of people on once, take down killers and veterans before they can react to retaliate, sneak into a military base, and could handle himself during the prison riot just fine. His actual strength feats are also much better, splitting doors, smashing toilets, easily breaking bones, and one punching dudes. He's stronger, actually can fight, and can easily improvise weapons. Def wins here.

Should also win the second one. One of the Before Watchmen comics shows he can deal with people with guns just fine, and an underground train station gives him plenty of opportunity to slip out of sight of Joker. That is, if he doesn't just shoot him first.
