Well, White Face's info clearly states that it can "manipulate the whole game world", "Reset the whole Gameworld" and "create the entire gameworld". Not only that, it states that it can destroy the game's time in the original and the Word of God states that it creating multiple worlds refers to it creating whole universes. Seeing as how the requirement for Low 2-C is to destroy and/or create the entire 4-dimensional space-time of a single universe, would all this evidence be enough to put White Face's base at Low 2-C?
