1. Yes, resisting resistance negation usually means the character has 2 layers of resistance to that ability, but higher layers than the resistance are able to bypass it.
2. That depends on the context, but based on what you described, it could be Durability Negation if it means BFR'ing someone's head to kill them.

For example, someone was shown to resist resistance negation on EE, would that mean he could resist resistance neg for any other abilities like powernull, cm and ect?
A lot of pages are simply putting resistance negation so...
I mean, just BFRing the head (or consciousness) which make it stopping being able to control the body, the same way someone cut else arm, you can't control it anymore, but it doesn't kill

You need feats of resistance negation resistances for those specific abilities, assuming the resistance negation works on any ability without any feats would otherwise be NLF. For example, just because you resist layered Mind Manipulation doesn't mean you resist layered Existence Erasure unless it's shown.
If the head is BFR'd off the body but doesn't kill (Assuming this is happening on a mortal), that could probably be some form of Spatial Manipulation separating the head and the body without killing them, and if it's mind related, that would be Mind Manipulation. Again, it really depends on the context of whatever is said.
