Outside help to me has always meant no allies to either character are allowed to swoop in and help out. And I've been in SBA matches where civilians are a prominent feature for one reason or another without it being mentioned in the op.

Then that's a problem, because I can think of at least three matches where civilians are brought up on an SBA match.
