Blanka-chan dolls are restricted (yeah, they're not optional equipment yet until SF6 is released, but they will be. For future reference, act as this is his SFV version).
Fight takes place 10m apart at Hillside Plaza.

Ok wow just looked through it and yeah, wow, only optional equipment can be restricted dang...

... but it says nothing about ammo restrictions.

Dubois’s AP is actually 0.0265 Tons of TNT (The low-end value Gloria’s wall-busting calc is the accepted value) meaning she has an AP disadvantage of 3.77x

Also speed should be equalized as while his movement speed is slower, Blanka’s combat speed is 6.5x higher than Dubois’ (Considering her speed doesn’t have a listed value, it’s assumed that she at the very least scales to the baseline rating for subsonic speed which is 34.4 m/s)

As said above Blanka has an AP advantage of 3.77x and is faster if speed stays unequal. On the side of DuBois, she has a higher LS, has better range with Tranquilizer gun, superior Stamina, and is smarter. I'm unsure who's more skilled but DuBois impressed skipper who has decades worth of experience fighting various animal species. I'm not voting but I'm kind of leaning towards DuBois due to only needing to hit one Tranquilizer shot to take out Blanka who shouldn't be too hard to hit due to the area they're in being very open.

Despite having lower stats, I'd say Blanka's more likely to take the win.
He's much more than any animal she's ever hunted, is an actual fighter with his own style and experience, and surpasses her in skills and mobility.
His many electric attacks are his strongest tool, something Chantel won't expect and has no counters to, including the fact this nulls every attempt at subjugating him with raw strength.

Blanka's already quick enough to dodge bullets and knows what a gun is. On top of that, he has many mobility options to get around Chantel's rifle, even without the need of limiting her ammos.
Blanka can roll across the ground and the air, bounce around, pounce, slide and dig underground, all things Chantel doesn't know he can do, and 10 meters aren't too great of a distance.
The fight taking place at the Hillside Plaza is also a slight advantage in Blanka's favour for the fact he's already accostumed to the place, although it's not a game changer.

I'd say it's better to equalize speed, otherwise there's the rysk of it being a blitz for Blanka.
 
Ngl, I don't remember if Dubois' gun is more like a pistol or a rifle, which might actually be important. Or maybe not, Blanka has good range via Shout of the Earth so who knows.

iirc Dubois has is gone against and is superior to Alex the Lion who is Master Martial Artist and acrobat, also said above, she impressed Skipper who has had decades worth of experience fighting various animal species.

Dubois has her Animal Snatcher which she use as a sword so she isn't completely reliant on raw strength. She also has insane stamina being able to shrug off most things thrown at her.

True, but Alex kinda downscales in combat to the likes of her and Nana. While Dubois did impress Skipper during the Monte Carlo chase scene, she was still shown to be inferior to him considering he and the penguins were always shown to be a step ahead of her (best example I can think of was the time they were able to BFR her with a dynamite-loaded cannon)

Blanka on the other hand has fought on par with the likes of Zangief (Who can perfectly replicate techniques after only seeing them once and can recognize a fighter's skill just by how they guard) and Sakura (Who similar to Zangief, was able to mimic Ryu's fighting style after only watching him fight once, the latter whom has even praised her on several occasions, not to mention she was said to have natural fighting talent despite having never received formal training). Long story short, Blanka's combat skill is also in a similar ball park to fighters who have trained in lethal combat, can invent their own fighting styles, and are regarded as some of the best in the their nations

Alex's file doesn't show any skill feat, other than him slugging an old woman who event beats the crap out of him at the end. Also, impressing Skipper doesn't have scans or footage.

Anyway, Blanka also does have decades fighting animals, he pretty much climbed the food chain of the amazon and reigned as the king of the jungle until he got bored and ventured into human civilization.

And as Ace said, he has a specific and effective fighting style centered around wild movements, mixing the behavior of an animal and the proficinecy of a combatant.
He also has all the "fighting game shenanigans", crouching attacks, jumping to several meters, combos and such.
And yeah, experience against other superhuman fighters, the best in the world and so on.

That can surely be problematic to some extent, but Blanka's electricity goes up to several meters.
Also, even with the snatcher, I think she'd still have troubles dealing with all of Blanka's rolling and digging attacks, especially because they're often packed with electricity.
