Tien should take this more times than not, although Freeza has the natural skill to keep up with Goku who is a superior martial artist than Tien, so Tien can't do much to take him by surprise.

Tien can't hit Freeza with a Kikoho if he's too obvious with it, otherwise he will just dodge. The lack of an actual Ki Sensing ability on Freeza should give Tien an easier time, though, so maybe he can win with strategy.

"But can he use any strategy when any move from Freeza one shots him?", in Character, Freeza doesn't one shot people, he plays around with them.

What's the AP on each one (Freeza's, and Kikoho's, respectively)

50% Frieza >= KK20 Goku = 20 * Base Goku >>>>>> First Form Frieza = 4.89 Tenatons

Tien is 5-B, while his Kikoho is >>> Android 16 apperantly

So, Tien's Kikoho is more than twice stronger than Frieza. That difference is enough to one-shot in DB.

This isn't a DB fanfic, so that doesn't apply. It's a 7.5x by our standards, which are the ones at play.
If the fights are on the same verse then we use the same standards as in the actual verse, otherwise everyone who can one shot each other will get a 7.5 times AP advantage over the other

The 7.5 times difference is only when characters from different verses are against each other.

Tien's Kikoho will vaporize Frieza in an instant if it hits

That's how it's always been but i don't think it's a written rule.
If it's not a written rule, then that's a no-go. Doesn't matter if it's been done 300 times, it has been incorrect 300 times.

If it is an actual rule, then I concede, and have further reason to vote for Tien.

It is actually said in the rules. The actual gaps between one shots in different verses varies so the 7.5 times gap is used only for versus debating purposes. However, when two characters from the same verse fight each other, the rules that are used are those that apply for the verse rather than our versus debating gaps.

So if character A one shots character B canonically, then in a versus match between them character A will still one shot character B

Do Android 19 and 20 even scale to Frieza? They were helpless against both Goku and Vegeta and 19 only defeated Goku because he was sick the entire time and his condition worsened when he used SSJ

I mean, if Android 16 could one shot frieza(which im reasonably sure is the truth, considering he’s >>>trunks who casually destroyed mecha frieza) then tien could.

It doesn't.
If you're talking about
  • This gap is strictly for versus debating purposes, and will not apply when attempting to derive the attack potency of a character based on a feat of one-shotting another character in his or her verse.
That just says you cannot multiply one's Attack Potency by 7.5x based on a in-verse one shot.
