I’m voting Spider-Man here. He holds the strength advantage [Class M vs Class K], and they should be comparable in striking based on their pages. While Homelander has a range advantage with flight and heat vision, Spidey should be able to dodge and maneuver thanks to the trees in Central Park, plus his acrobatics. While both have really good stamina, it’s likely that Spider-Man can use his poor psychological health against him. After all, Spidey's a genius who outsmarts many of his enemies, plus he has Social Influencing of his own.

Iirc Spidey does have experience in fighting opponents who can fly (Such as the Hobgoblin) and are capable of spamming range attacks (Like Shocker and Hobgoblin again)

This is late, but I can confirm. TAS Spider-Man deals with spammers all the time, Homelander wouldn't be really bringing anything new to the table
