So Spiderman is 15 tons while Ilpyo is 40 tons in base.
Pete has the mobility advantage with webbing but Ilpyo has a massive skill advantage + can produce fire with his kicks giving him a good counter for webbing.

To make matters worse there's Ilpyos BP. That not only gives him a huge AP boost but also gives him a perception blitz tier speed amp alongside large scale fire attacks and homing fire danmaku.

The only win con I see for Peter is webbing Ilpyo up since his LS is about 3x higher, but even if it Ilpyo gets hit by that which would be really hard, he could just use his fire to burn through the webbing.
