It should be noted the 4 KiloFOE is something done casually and everyone who scales to that should be over 4 KiloFOE, Tirek was also confident he could take on the Alicorn princess so that's further proof he is way above that.

So Tirek drains Cell and calls it a day.

I don't think the result will change at all either it is third or second form.
Also it isn't a stomp as Cell can still won by destroy the planet (Tirek cannot breath in space)

Well if cell were to destroy the planet by self destructing, it would be inconclusive unless cell would still have his nucleus

Cell had regenerate before from self destructing, so that would not be problem he can just destroy the planet by a Ki blast too
That isn't Cell only win count, He can won by Sailor Flare + Drain combo (a move that was very in character for him in weaker forms and he might think do it here when sense how far more powerfull his opponent is)

I don’t think cell would solar flare + drain combo as he didnt do it in the cell games

Cell doesn't have magic (even if he did it's not he's source of power).

So i don't believe Tirek absorption matters

Also perfect cell doesn't drain energy we only see him try to absorb beings with he's tail in GT.

Cell destroying the planet isn't out of character especially if the enemy is stronger tho.

But Tirek probably drains before.
