Mulan would use it IC but this could get her the L, since it still gives time for Casca to enlarge the distance or have other ways to complicate aiming the stuff at her like zig-zagging for example. When this resource is used, Casca and her years of experience will jump Mulan's ass, unfortunately

It isn't. The explosion has a massive radius of over 30 meters. Mulan will get caught in her own explosion even if she has enough time to arm the cannon.

Just don't specify a range and they'll be hundreds of meters apart by SBA. Only problem would be that Mulan is over twice as fast and they're in a plain where hitting Casca would be an easy task. Maybe don't specificy the arena either so that the fight will take place in Central Park by SBA where there'll be places she can use as cover.

Well, I don't think the old match really took AP into consideration but Casca still won regardless.
