    So Rick should have concept manip due to his Holy Sword having that effect on Gods and such: Considering how UEG has resistance to concept manip (type 1) on the profile due to shruging off Toichirou's attacks, Rick should have that type as well since he was able to affect her with it.

    I'm going to keep this brief. The top tiers are relativistic off a feat that's almost blatantly said to be aimdodging. Should scale for the same reason any aimdodging feat isn't scaled to anybody.
