This means that the game developers considered the head being damaged as a mechanic, but left it only so that the lava would damage it. However it should be noted that the damage done to the 'head' doesn't destroy it, rather the body gets destroyed and the cells move on.

Having 8-B feats doesn't necessarily means that the beheaded wins, if Han was giving prior knowledge and had enough prep-time then maybe he could win against the Beheaded (he has fought opponents stronger than himself and won before).
If this is meant to be a battle between High 8-C characters then we should at the very least make sure that the beheaded scales down to High 8-C Rather than let him have feats that place him at 8-B.
The keyword there is IF. I am not saying we should or Shouldn't I am just saying what I think would happen IF we choose to disregard those feats and go with a regular mid-game Beheaded.
If we Dismiss the feats than I think it might be Incon, Han's flying would put him at an advantage since the Beheaded Has no range weapons that disregard shields, also the Beheaded can't really fly (With wings of the Crow he hovers not flies and I don't see any other instances where he can fly)...

According to his page its due to his telekinesis, though I am not sure if it only applies to the machines as I don't recall seeing him use it on anything else.
Between the two, I also think that Neo stands a better chance of beating the beheaded (with x2 or x4 amplifiers on the beheaded though I think he could win). For reasons stated above My vote goes to Neo.
well there are situations where he wouldn't have it, keep in mind that it goes both ways, x2 and x4 against the enemy as well as the beheaded (he receives x2 and x4 the damage as well) depending on the amplifier.
the +100% synergies don't have this debuff.
PLUS, critical hits which tend to double the damage based on specific affixes tied to specific weapons, here is a great example of the x2 amplifier in use (plus crit, and corrupted power)

I would also like to point out that the percentage damage added based off of poisoned, burning, and bleeding enemies do stack, so if the enemy were to be bleeding, poisoned and burning, that would be +300% (x4 if The Beheaded has the amplifier) for a total of +1200%. Although within the game...
