A stomp occurs when a character has no way to defeat the other.
Goku has ways to kill Saitama, he just won't use it before it's too late, therefore, it's not a stomp.

Also, strange Saitama only scales to half the feat. His durability scales to the entire feat (or so seems to imply the durability section, since he tanked the entire collision), and his punches damaged Garou, who did the same.

Tbh, we should take down the Saitama punches scaling. It just makes no sense.
At best, we could scale to the starting punch, and even that scaling is iffy because some times Saitama is just pissed, which may cause his starting punch to be with a higher strength than a normal one
