Have to say that I find the "baseball caught fire because of its speed" thing a bit iffy. Afterall, that same "fire" shows up around Queen while she’s charging the attack and vanishes the moment she’s done, and flickers in a bunch of different colors, so whether it’s even fire at all is pretty...
I honestly don't see any scenario where Cell can power-up and beat Metal if he has access to his Neo form.
Metal already has a x4 reaction speed advantage and a bunch of other speed amps, so if he's getting overpowered he's just going to transform.
The Metal Overlord scaling is honestly enough on its own, it's basically just an earlier version of the Dark Gaia scaling logic.
